Anna has run out of relatives to take her in.  So she is now in the foster care system.  She ends up in a foster home that is also home to a 10 year old boy who was taken from a neglectful home.  During the summer months, the two children explore the neighborhood and meet the characters who live there including a homeless man, a Vietnam vet, an environmentalist and characters from the author's other book set in the same neighborhood.  Will the children find the homes they desparately need?
