Ten-year-old Jack is on his way to a whole new life.  His dad has enlisted in the Navy and the whole family is on their way to Cape Hatteras, North Carolina.  But Jack is very nervous about making friends in his new school.  It doesn't help that his parents are giving him conflicting advice on how to make friends.  Mom says to be yourself, be honest and people will like you.  Dad says to tell people what they want to hear even if you have to lie.  Things get even more complicated when Jack starts school.  His new teacher is young and enthusiastic and Jack falls in love immediately.  Then the principal gives him a secret assignment.  He is to spy on the other kids and report to the principal when he sees kids going against the rules.  What's a new kid to do?
